Great news for Don and all his hard work trying to get his apps back in the App Store:
The bottom line is that Apple will approve the latest app — SCOtutor for iBooks Author — which is the “re-engineered” version of the App, and will re-instate the other older versions of the Apps, but I will need to bring them up to the latest version.

Update In honour of the app being back on the App Store, Don’s made SCOtutor for iBooks Author free for the time being.
SCOtutor for iBooks is fantastic! The developers have done an amazing job. I was actually so impressed that I was searching the web when I came across the article about the apps being blocked. Great work and I’m headed to the app store to rate now.
Yeah it’s awesome. Even for an Apple nerd like myself who likes to investigate apps it’s a time saver to be able to watch Don walk through the app for me.
